Dataset: F2P alch catalog (machine-readable)

Output: codex/economy/_f2p-alch-catalog.yaml (a dataset file, not an
entry — validator should SKIP files starting with _; if it doesn't,
add that rule to tools/validate.py in the same PR).

Content

Pull prices.runescape.wiki/api/v1/osrs/mapping (fetched at implement
time, record fetch date) + latest prices.
Filter: lowalch != null, members=false, limit >= 150 (GE buy limit).
Emit a sorted table (by buy price asc): item, id, buy, sell, limit,
lowalch_price, value, net_per_cycle = lowalch_price - buy.
Purpose: the "rank by cheapest/least-loss" source of truth that the
F2P + members LA entries both reference (related: f2p-alch-catalog).

Done when

file exists, valid YAML, validator exit 0
